Portfolio Acquisition Executive Maritime (PAEM) is issuing solicitation N6117727R5001 for the award of the Mid-Atlantic Regional Maintenance Center (MARMC) Indefinite Delivery Indefinite Quantity Multiple Award Contracts (IDIQ-MACs) for Continuous Maintenance Availabilities (CMAVs), Emergent Maintenance (EM), and short-term Chief of Naval Operations (CNO) availabilities. This solicitation is for the procurement of maintenance, repair and modernization of non-nuclear surface ships (including Guided-Missile Cruisers (CGs), Guided Missile Destroyers (DDGs), Expeditionary Sea Bases (ESBs), Guided-Missile Frigates (FFGs), Amphibious Command Ships (LCCs), Littoral Combat Ships (LCSs), Landing Helicopter Assaults (LHAs), Landing Helicopter Docks (LHDs), Landing Platform Docks (LPDs), Landing Ship Docks (LSDs), and Mine Countermeasures Ships (MCMs) homeported in or visiting the Norfolk region. PAEM intends to award IDIQ-MACs based on the qualifications and capabilities of the Contractor in the following two categories: MAC A, where all holders can complete all requirements; and MAC B, where all holders can complete work associated with CMAVs and EM on non-critical systems. MAC A will be solicited on a full and open basis. MAC B will be solicited as a Small Business Set Aide. MAC A – CMAV/EM includes work on critical systems. MAC A also includes short-term CNO availabilities. Due to the nature of critical systems and the likelihood of urgent requirements with critical EM, the Government will require contractors with the capability and capacity to respond immediately to critical technical requirements. It is anticipated that this work would be available under full and open competition. However, if it is determined that two or more small businesses are interested and capable of completing the scope of work under any given delivery order, contracting officers may use their discretion to restrict competition to small businesses. MAC B – CMAV/EM does not include work on critical systems but will include systems and equipment requiring work certification. The scope of non-critical contract actions is expected to require less contractor capabilities, both in human resources and facilities. MAC B will be a small business set aside. In the event that there is no interest expressed for any given delivery order, this work may be competed under MAC A. Offerors must possess or have the ability to obtain a Tier I, II, or III Master Ship Repair Agreement (MSRA) for the Norfolk, VA homeport. Each contract will include five (5) one-year ordering periods. The supply being procured is the repaired, mission ready vessel, which is returned to service within the Fleet. The solicitation will be issued electronically via System for Award Management (SAM) at http://sam.gov and interested parties must comply with that announcement. Interested offerors should monitor the SAM.gov page for any applicable amendments to this solicitation. Offerors must be registered in the System for Award Management in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. All responsible sources may submit a proposal in response to the solicitation, which shall be considered by the agency. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. This pre-solicitation notice is for information purposes only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. The solicitation is forthcoming.
Pre-Solicitation336611Partial Small Business Set-Aside10/16/202611/15/202653470, VA
Place of Performance: Portsmouth, VA Kittery, ME Bremerton, WA Pearl Harbor, HI Kings Bay, GA Silverdale, WA Groton, CT San Diego, CA Description This presolicitation notice under FAR 5.101 advises that the Naval Sea Systems Command (NAVSEA) intends to issue a solicitation (request for proposals) in the first quarter of fiscal year 2027 for a multiple-award contract indefinite-delivery indefinite-quantity (MAC IDIQ) for discrete production, non-discrete production and other production work to support the Navy’s four public shipyards and Trident Refit Facilities in accomplishing repair, maintenance, and modernization of all submarines. The initial solicitation, N00024-25-R-4321 established a MAC IDIQ framework for procuring work during Chief of Naval Operations (CNO) availabilities on SSNs. This baseline capability is now designated as Requirement 1. This upcoming solicitation also addresses new Requirements 2 and 3. Requirement 2 consists of procuring work during availabilities on SSBNs and SSGNs at designated Submarine Maintenance Repair Facilities. Participating locations include: Norfolk Naval Shipyard (NNSY), Puget Sound Naval Shipyard (PSNS), Pearl Harbor Naval Shipyard (PHNSY), Portsmouth Naval Shipyard (PNSY), Trident Refit Facilities (TRFs) at Kings Bay and Bangor (TRFKB and TRFB), Naval Submarine Base New London (SUBASE New London) and Naval Base Point Loma (NBPL) Requirement 3 consists of procuring work during availabilities on SSNs specifically at TRFKB, TRFB, SUBASE New London, and NBPL. The specific requirements will be defined at the delivery order level, and will encompass efforts such as preservation, structural/non-destructive testing, shipboard work, electrical services, component repair, and engineering support. Efforts include performing drydock submarine repair, maintenance and alterations at NNSY, PSNS & IMF, PHNSY & IMF, PNSY, TRFKB, TRFB, SUBASE New London, and NBPL and performing the repair and restoration of select critical components. Offerors are not required to have their own drydock. Work would be performed under delivery orders anticipated to be competed among MAC IDIQ awardees over a five-year base ordering period with three additional option years, that was already established under N00024-25 R-4321. The awarded contracts included a five-year base ordering period, with three, one-year option periods, for a total ordering period of up to eight years. The ordering period commenced from the time of contract award in FY25 and will run through 1 September 2033, if all options are exercised. The contract periods were established as follows: Base Period - Contract Award through 1 September 2030 Option Year 1 - 2 September 2030 through 1 September 2031 Option Year 2 - 2 September 2031 through 1 September 2032 Option Year 3 - 2 September 2032 through 1 September 2033 Any new award made because of rolling admissions will follow the same contract ordering period periodicity as provided above. The Navy will include rolling admissions provisions enabling the Navy to annually announce an interim competition for the purposes of adding additional contractors to the MAC IDIQ. The Navy has categorized the requirements to be procured under the MAC IDIQ into two tiers: Critical (Lot 1) and Non-Critical (Lot 2), as defined as follows: Critical (Lot 1) requirements consist of efforts that involve critical systems. Due to the nature of critical systems onboard the submarine and the likelihood that delays in completing work associated with these systems will have a significant impact on the overall CNO availability schedule, the Navy will require contractors to possess capability and capacity to meet technical requirements for critical systems to be eligible for Lot 1 scope. To complete this work, awardees are expected to have the knowledge, skills, and experience necessary to complete multiple concurrent complex CNO availabilities on critical systems. Critical systems (Lot 1), although not all inclusive, the following is a list of the most common critical systems. All systems listed imply areas of the system and equipment requiring work certifications that are not subject to special emphasis program controls (e.g., SUBSAFE, FBW, DSS/SOC). Vertical Launch Systems (VLS) Ship control system components Torpedo tubes Bow planes Sonar dome Large vertical array Shipboard hydraulics systems Normal fuel oil tank and systems Lube oil systems Non-Critical (Lot 2) requirements consist of efforts that do not involve critical systems but may include systems and equipment requiring work certifications. Lot 2 scope is expected to require fewer specialized contractor capabilities, both in terms of personnel and equipment. The Navy intends to issue Non-Critical (Lot 2) efforts under a Small Business Set-Aside. Categories of work intended to be outsourced for both Critical (Lot 1) and Non-Critical (Lot 2) are described below: PRESERVATION - Includes administration, production support, materials, tools, and equipment to deliver preservation support that includes preservation for non-SUBSAFE hull and structural repair, internal and external submarine tanks preservation, lead bin repair and fabrication, de-ballasting and re-ballasting, anodes removal and install, tile removal and install, and safety track repair. STRUCTURAL/NON-DESTRUCTIVE TESTING (NDT) - Includes application of technical methods to examine materials or components in ways that do not impair their future usefulness and serviceability to measure geometrical characteristics and to detect, locate, measure, and evaluate flaws. NDT is also known as non-destructive examination, non-destructive inspection, and non-destructive evaluation. NDT is comprised of, but not limited to, the following methods and techniques: Magnetic Particle Testing, Liquid Penetrant Testing, Radiography Testing, Visual Testing, Ultrasonic Testing, and Eddy Current Testing. SHIPBOARD WORK - Includes the following functions: Temporary Service Sheet Metal Mechanic, Temporary Service Electrician, Temporary Service Pipefitter, Marine Machinery Mechanic, Shipwright, Plastic Fabricators/Wood Crafting, Fabric Worker, Laborer, Electrician, Shipfitter Mechanic, Sheetmetal Mechanic, Pipefitter, Insulator, Inside Machinist, Marine Electrician, Electronics Technician, etc. for systems and subsystems that may include computers and associated electronics; hardware, software, data, and payload control systems for Vertical Launch System (VLS)/Virginia Class Payload Tubes, Torpedo Tubes, and Torpedo Racks. ELECTRICAL - includes management oversight, technical support, labor, material, support, and equipment to accomplish a full range of depot level repairs and alterations, including troubleshooting, corrective and preventive maintenance, installation, and removal, replacement and/or repair of electrical equipment and systems onboard submarines. FIRE WATCH AND TANK WATCH - Includes execution of safety protocols including standing fire and tank watches. Fire watch support duties and functions, for the purpose of this effort, are defined as performing visual observation of the operation area on which industrial activity is being performed and extinguishing incipient stage fires as specified. Tank watch support duties and functions, for the purpose of this effort, are defined as performing visual observation of the operation area on which industrial activity is being performed. COMPONENT REPAIR - Includes repair and overhaul work on valves, pumps, actuators, and other components that are part of the Navy’s Corporate Component Repair Program, Advance Equipment Repair Program, and other Navy-owned Depot Level Repairables. Support shall include pre-testing, inspection, repair/replacement, and certification of completion. ENGINEERING AND TECHNICAL SUPPORT - Includes the following functions: engineering and technical support related to ship systems, operational systems, and technology efforts. System engineering, technical assistance, and other technical support to the Program Offices and Naval Shipyards. Offerors are not required to be technically capable in all categories of work in one Lot to be acceptable. Demonstrated proficiency in one or more of the categories is sufficient to be awarded a MAC IDIQ under this effort. In order to be considered for contract award, offerors must have a CONFIDENTIAL facility clearance by the time of award.
