Description

FCI SHERIDAN WATER LOOP REPAIR

Solicitation No. 15B61227Q00000001

Project No. 26Z6AV4

The Federal Bureau of Prisons, FCI Sheridan, requests firm-fixed-price quotations for repairs to the underground pre-insulated hot-water distribution loop at 27072 SW Ballston Road, Sheridan, Oregon 97378.

This acquisition is a total small business set-aside. The contractor shall provide all labor, supervision, technical engineering, equipment, materials, and incidentals necessary to complete repairs at Locations A and B, including structural pipe lining, mechanical repairs, excavation, testing, and surface restoration.

The SF 1449, amendments, and attached Statement of Work and Drawings establish the solicitation requirements. The Statement of Work and Drawings are incorporated into this solicitation and the resulting award.

QUOTATION SUBMISSION REQUIREMENTS

Submit the following:

1. Price

Provide a firm-fixed-price quotation for CLIN 0001 covering the complete requirement, including security coordination, testing, restoration, warranties, and temporary hot-water contingency measures required by the SOW. Identify any assumptions or exceptions.

2. Technical Approach

Submit a technical narrative not exceeding five pages addressing:

• The repair approach and sequence for Locations A and B.

• The proposed structural liner’s suitability for the specified temperatures and pressures, installation and curing procedures, and manufacturer warranty.

• Excavation, welding, insulation restoration, leak-detection continuity, hydrostatic testing, and surface restoration.

• The proposed completion schedule, including mobilization, personnel clearances, material availability, shutdowns, and testing.

• How the work will satisfy the eight-consecutive-hour hot-water outage restriction per housing unit, including the temporary boiler contingency required by the SOW.

• Coordination of escorts, tool control, utility isolation, and institutional work restrictions.

Manufacturer technical data and warranty documentation are excluded from the five-page limit. Alternative products or components must include the technical documentation, certifications, and test results required by the SOW.

3. Relevant Experience

Describe up to three comparable projects involving underground hot-water piping repairs or high-temperature structural pipe lining. Identify the scope, completion date, customer contact information, and whether the quoter performed as prime contractor or subcontractor. These descriptions are excluded from the technical approach page limit.

ORAL PRESENTATIONS

Each quoter submitting a timely quotation will participate in a virtual oral presentation of up to 30 minutes, including Government questions. The Government will provide scheduling instructions after quotation receipt.

The proposed project manager or technical lead shall explain the repair approach, schedule, outage management, temporary hot-water contingency, and principal performance risks. Prepared slides are not required.

The Government will evaluate information provided during the presentation together with the written quotation. Oral statements do not change solicitation requirements. Commitments relied upon for award shall be documented in writing and incorporated into the resulting contract.

EVALUATION

The Government will evaluate:

1. Technical approach.

2. Relevant experience and past performance.

3. Price.

Technical approach and relevant experience and past performance, when combined, are more important than price.

Technical approach will be evaluated for understanding of the requirement, feasibility of the repair sequence, suitability of proposed materials, and ability to meet technical, testing, security, restoration, schedule, and outage requirements.

Relevant experience and past performance will be evaluated for similarity to the required work and demonstrated quality of performance. The Government may consider customer references, CPARS, and other available information, including performance as a subcontractor. A lack of relevant past performance information will receive a neutral assessment and will not be evaluated favorably or unfavorably.

Price will be evaluated for completeness and fairness and reasonableness.

CONFIDENCE RATINGS

The Government will assign separate confidence ratings for technical approach and relevant experience and past performance, supported by documented findings:

High Confidence: The Government has high confidence that the quoter understands the requirement, proposes a sound approach, and will successfully perform with little or no Government intervention.

Some Confidence: The Government has some confidence in successful performance, but identified concerns may require Government intervention.

Low Confidence: The Government has low confidence in successful performance, even with Government intervention.

A neutral past performance assessment will not, by itself, increase or decrease confidence.

STREAMLINED EVALUATION PROCESS

The evaluation team will use on-the-spot consensus following review of each written quotation and oral presentation. The Government will document the findings supporting its conclusions.

When multiple quotations are received, the Government may use comparative evaluation to assess their relative benefits and risks under the stated factors. The award decision will consider the underlying findings rather than ratings alone.

BASIS FOR AWARD

Award will be made to the responsible quoter whose quotation meets the solicitation requirements and provides the best value to the Government. The Government may select a higher-priced quotation when its evaluated benefits justify the additional price.

If only one quotation is received, the Government will evaluate it against the stated requirements and factors and determine whether its price is fair and reasonable before award.

The Government may communicate with quoters and request revised quotations as necessary. Quoters should submit their best initial quotation because award may be made without requesting revisions.

SUBMISSION DEADLINE AND CONTACT

Quotations are due October 29, 2026, at 8:30 a.m. Pacific Time, unless changed by a subsequent amendment.

Submit quotations electronically to d1palmer@bop.gov. Identify solicitation number 15B61227Q00000001 in the subject line and acknowledge all solicitation amendments.
