Amendment 02 - Final Q&A, Extend Proposal Due date Amendment 01 - Incorporating Q&A The Federal Aviation Administration (FAA) has a requirement for a chiller replacement at the Hector International Airport (FAR) Airport Traffic Control Tower (ATCT) in Fargo, North Dakota. This solicitation is posted in accordance with FAA Acquisition Management Policy Section 3.2.1.3.11 Public Announcement. Review all attachments pertaining to this solicitation prior to submitting a proposal. This announcement is not intended to guarantee procurement of the services and shall not be construed as a commitment by the Government to enter into a contract. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses to this announcement and will not reimburse any vendors for cost incurred in responding to this public announcement.

(i) The Department of Interior, USGS/Earth Resources Observation and Science (EROS) Center, Sioux Falls, South Dakota is seeking professional firms to provide construction to remove and replace chilled water piping and condenser water piping which serves the 1996 building addition at EROS. Location is the USGS/EROS Science Center, 47914 252nd Street, Sioux Falls SD 57198. A design to upgrade the system was completed as a result on 6/12/2020 titled Earth Resources Observation and Science Center Phase 1: EROS Fluid Coolers Design Services (Attachment 2). The 6/12/2020 as built drawings are included in Attachment 3 along with the mechanical system design criteria (Attachment 4). Due to cost constraints, the design, drawings and mechanical design attachments are provided for reference and basis of design only. Removal and replacement of cooling towers have been completed. The third chiller will not be completed under this contract. Design reference documents to illustrate prior design intent and existing conditions. Only the requirements specifically identified in the Statement of Work constitute the contractually binding scope. (ii) Procedures in accordance with FAR 12.201-1 Simplified procedures. The anticipated award date is November 4, 2027. (iii) N/A (iv) Technical data will be furnished as attachments to this solicitation. (v)Award of a construction contract to a small business is anticipated. This is a service requirement to troubleshoot, repair, and restore eight (8) portable chiller units located at 1555 Gott Street, JBSA Lackland, TX and 2199 Storage Street, JBSA Fort Sam Houston, TX. The Lackland units are currently operating at approximately 50% capacity, while the two units at Fort Sam Houston are non‑operational and are not connected to any facility. The contractor shall perform full diagnostics, leak detection, component replacement, and post‑repair performance validation to return all units to manufacturer specifications. Work shall encompass comprehensive system diagnostics, pressure and leak detection, targeted component replacement, and post-repair performance validation. Project Scope.
