CA NP MOJA 11(2) 10(2) KELSO-CIMA AND KELBAKER ROADS
FULL AND OPEN COMPETITION WITH HUBZone PRICE PREFERENCE
PROJECT DETAILS:
The Federal Highway Administration, Central Federal Lands Highway Division (FHWA-CFLHD), in coordination with the National Park Service, Mojave National Preserve, is proposing improvements to approximately 56.5 miles of roads within Mojave National Preserve in San Bernardino County, CA to improve safety and visitor access. Improvements primarily include resurfacing, restoration, and rehabilitation, and work is included on the entire 19.3 miles of Kelso-Cima Road, 22.3 miles of South Kelbaker Road, and 14.9 miles of Morningstar Mine Road.
The Kelso-Cima and South Kelbaker Road improvements consist of full depth reclamation of the existing pavement with placement of new asphalt pavement, increasing the roadway width to a consistent 26 feet, minor horizontal/vertical roadway realignment (reconstruction) in select areas, reinforcing 48 low water crossings (11 on South Kelbaker Road and 37 on Kelso-Cima Road), and improving safety with longitudinal and transverse mumble strips, signing, pavement markings, and paved pullouts. Low water crossings typically consist of buried concrete barriers with riprap revetment.
The Morningstar Mine Road improvements consist of full depth reclamation of the existing pavement and placement of surface-course aggregate. Work also includes realignment of Kelso-Cima Road at the Cima Road/Morningstar Mine Road intersection,
The estimated cost for the work is between $80,000,000 and $120,000,000.
The anticipated advertisement date for the project is February 2026 with construction commencement in early/mid 2026. Construction duration is estimated at 24 to 30 months.
The work is occurring in a natural resource sensitive area and there are environmental constraints that will affect the construction schedule and type of operations. Great attention to detail will be required in achieving customer satisfaction in areas of road construction, traffic control, visitor relations and timely completion of work. Prior experience on projects of similar magnitude in is required.
Principle work items include:
110,000 tons of asphalt concrete pavement,
133,000 tons of roadway aggregate,
81,000 tons of aggregate surface course,
110,000 cubic yards of roadway excavation,
49 miles of full depth reclamation, method 2, 6-inch depth,
17,000 linear feet of concrete barrier (low water crossings),
44 miles of fence, tortoise barrier,
2,400 linear feet of tortoise crossing structure, and
12,000 cubic yards of rip rap

INVITATION FOR BID (IFB) FULL AND OPEN COMPETITION WITH HUBZONE PREFERENCE PROJECT NUMBER: ND NP THRO 204(1) PROJECT NAME: Buck Hill Road PROJECT DESCRIPTION: Buck Hill Road, also known as Route 204, is located in Billings County within Theodore Roosevelt (THRO) National Park (NP) in the southeast portion of the park near the South Unit, Medora, ND. The route is located in mountainous terrain at approximate elevation of 2,500 to 2,800 feet. It begins at the intersection of Buck Hill Road and South Unit Scenic Loop Road. The route then proceeds southeasterly for approximately ¾ of a mile and ascends approximately 300 feet vertically to the Buck Hill Overlook parking area. The route is located entirely within Theodore Roosevelt NP. There is one (1) base schedule and no options. SCOPE OF THE WORK: The project includes three major components; 1) Approximately ¾ mile of roadway rehabilitation, 2) Approximately 1,000 linear feet of deep subexcavation to address an existing landslide, and 3) Reconstructing the existing Buck Hill Overlook parking lot. The main roadway rehabilitation includes pulverization of the existing roadway, placement of new roadway aggregate, and new hot asphalt concrete pavement and replacing existing guardrail with new guardrail. Additionally, this work includes constructing new paved ditches and installing concrete curb and gutter along most of the length of the roadway. This includes installation of several drainage inlets and culverts as well as new striping and signage. The deep subexcavation work includes removal of approximately existing unsuitable material to a 10 feet depth for a continuous 1,000 linear foot length of roadway and replacing with suitable material with geosynthetic reinforcement and installing subsurface drainage. A geotechnical report will be provided with the PS&E package. Reconstructing the existing Buck Hill Overlook parking lot expands and adds more parking spaces and accommodates larger trucks, recreational vehicles, and tour buses. The work includes removing the existing pavement, placing embankment material, new aggregate base, and new hot asphalt concrete pavement. This work also includes constructing accessible parking, placing new concrete sidewalk and curb and gutter, and striping and signage. New trash receptacles and stone benches will be installed as part of the new parking area. Buck Hill Road may be closed for the duration of construction. PRINCIPAL WORK ITEMS: Approximate quantities for major work items: 11,000 cubic yards of subexcavation 1,000 linear feet of geocomposite sheet drain 2,000 tons of hot asphalt concrete pavement 5,000 tons of roadway aggregate 550 linear feet of 24-inch pipe culvert (thick walled HDPE, fused) 5,100 linear feet of concrete curb and gutter (tan and onyx colored) 650 square yards of concrete sidewalk (tan colored) 1,600 linear feet of guardrail ANTICIPATED SCHEDULE: Advertisement – October 2026 Award - January 2027 Construction – April 2027 through November 2027 ESTIMATED COST RANGE: Between $5,000,000 and $10,000,000 | Solicitation | 237310 | No Set-Aside | 10/07/2026 | 11/03/2026 | Medora, ND | |
PROJECT NUMBER: UT NP ARCH 100(2) PROJECT NAME: Bridges on Delicate Arch Road PROJECT DESCRIPTION: Delicate Arch Road (DAR) is within Arches National Park (Park) and provides access to Delicate Arch. DAR is a functional class 1 roadway (Principal Park Road) and is heavily traveled by visitors and often congested during periods with moderate-to-high levels of visitation. DAR crosses three low-gradient ephemeral washes (Salt Valley Wash, Salt Wash, and Winter Camp Wash) near their confluence in the Salt Wash Basin downstream of Wolfe Ranch. Culverts installed during original road construction in the mid-1990s and during subsequent upgrades are inadequate to allow unobstructed stream flow and sediment transport downstream. This existing condition produces flooding and sediment deposition, which creates unsafe conditions for visitors, triggers road closures, potentially strands Park visitors, diminishes visitor experience of the Park, and generates high operational costs associated with traffic management, visitor safety, and cleanup operations. SCOPE OF THE WORK: This project will be designated as Reconstruction (4R) with one segment of restoration (3R), and will design and construct 100’ span concrete bridges at the Salt Valley Wash, Salt Wash, and Winter Camp Wash. The DA roadway profile at each Wash will be raised to accommodate a 10-year design frequency and allow a medium-sized excavator to access each wash. The DA will be realigned at the Salt Valley wash, moving the roadway and new bridge location to the north of the existing roadway and drainage crossing. The remaining 3R sections of the roadway will receive full depth reclamation (FDR) or removal of pavement, including all parking areas, followed by a 4-inch pavement overlay.
