1. BOTTOM LINE UP FRONT (BLUF) The Department of the Air Force, specifically the 66th Civil Engineer Squadron (66 CES) at Hanscom Air Force Base (AFB), Massachusetts, is publishing this Umbrella Program Notice to announce the establishment of Hanscom’s Execution & Rapid Operations (HERO) acquisition framework. Operating under the innovative statutory authority of 10 U.S.C. § 2808a, HERO seeks to completely modernize base infrastructure and execute facility repair and construction projects using flexible, commercial-style Other Transaction Agreements (OTAs). Traditional Federal Acquisition Regulation (FAR) rules do not apply, enabling the Air Force to engage directly with local, regional, and national commercial builders who have limited or no prior federal contracting experience. 2. PROGRAM STRUCTURE & TIMELINE Rather than a single, one-off project solicitation, this Notice establishes the HERO Umbrella Program, which will remain active for one (1) full year from the date of this posting. During this 12-month period, the Government will periodically publish project-specific solicitations, referred to as Areas of Interest (AOIs), directly under this umbrella. Each independent AOI will outline: The specific facility construction, repair, or modernization project requirements. The exact response date, time, and instructions for submitting Solution Briefs. The collaborative delivery model designated for that project, such as Progressive Design-Build (PDB) utilizing open-book Guaranteed Maximum Price (GMP) pricing, or Build-Only (BO) commercial delivery. 3. ELIGIBILITY & PARTICIPATION The HERO framework actively seeks to lower barriers to entry. Unlike prototype OTAs, 10 U.S.C. § 2808a carries no statutory Nontraditional Defense Contractor (NDC) prerequisites and zero cost-share mandates. Commercial general contractors, specialty trades, design-build firms, and joint ventures are all fully eligible and strongly encouraged to monitor this notice and participate. 4. ACTION REQUIRED FOR INTERESTED VENDORS Interested commercial builders and designers should take the following immediate steps to prepare for upcoming HERO projects: Monitor This Posting: Bookmark this SAM.gov notice. All project-specific AOIs will be posted as amendments or linked notices here. Register on SAM.gov: Ensure your company has an active, completely free registration and Unique Entity ID (UEI) on SAM.gov. Form Teaming Alliances: Begin networking with regional design firms, general contractors, and trade subcontractors to build integrated design-build consortia capable of executing rapid, commercial-style projects.

Update 26 Oct 26 MACH-1 AOI F-47 Future Campus at Nellis AFB Progressive Design-Build (PDB) Acquisition Additional Industry Engagement Opportunity: In-Person Comments and Questions The Air Force Civil Engineer Center (AFCEC), supported by its Owner's Advisor (OA), is offering an additional opportunity for interested industry participants to provide comments and questions concerning the Draft Announcement of Interest (AOI) and the proposed Progressive Design-Build (PDB) acquisition approach. The Government recognizes that some industry observations, recommendations, and questions are difficult to fully articulate in writing. We welcome the opportunity to listen directly to industry perspectives as we refine the Final AOI and develop our Phase 2 interview approach. Opportunity to Schedule a 30-Minute Industry Comment Session Interested firms may request a 30-minute meeting with the OA team by contacting: NellisF47OA@tetratech.com Available Meeting Dates: Wednesday, 28 October, or Thursday, 29 October 2026 Industry Engagement Closes: COB Thursday, 29 October 2026 Meeting requests will be accepted throughout the industry engagement period, subject to available scheduling capacity. Firms are encouraged to contact the OA as early as possible to facilitate scheduling. Meetings may be recorded to ensure accurate documentation of industry feedback. The OA is actively contacting firms that participated in Industry Day to extend this invitation. However, participation is open to all interested industry firms, regardless of whether they attended Industry Day. This includes prospective PDB prime vendors, joint venture partners, and other members of prospective vendor teams. Due to the accelerated acquisition schedule, meeting availability is limited. The Government and OA will make reasonable efforts to accommodate as many interested firms as possible, but a meeting cannot be guaranteed for every request. All meetings must be completed by COB Thursday, 29 October 2026. Treatment of Industry Comments and Questions The rules governing comments and questions remain unchanged from those established in the Draft AOI posted on SAM.gov. Participation in an industry comment session does not create a separate communications channel for obtaining acquisition clarifications. The following distinctions apply: Comments: Industry observations, recommendations, concerns, and suggestions are welcomed for Government consideration. Comments do not require an individual response. The Government may consider these perspectives when refining the Final AOI, acquisition approach, and Phase 2 interview process. Questions: Requests for clarification, interpretation, or an official Government response concerning the acquisition must be submitted through the Agreements Officer (AO) in accordance with the Draft AOI instructions. The OA will not provide individual answers to acquisition questions during these sessions. Official questions and responses will be made available to all interested vendors through the established acquisition process. These sessions are intended exclusively to gather industry feedback on the Government's proposed AOI approach, including potential barriers to industry participation, limitations affecting competition, and recommendations for improving the AOI and Phase 2 interview process. We are not seeking qualifications, capabilities briefings, teaming arrangement information, or proposals. We are particularly interested in understanding whether any aspects of the Draft AOI or evaluation approach could unnecessarily limit participation or discourage otherwise qualified firms from competing. These sessions are not proposal evaluations or opportunities to obtain advance information concerning Government evaluation decisions. No participating firm will receive preferential acquisition information or consideration as a result of these meetings. Participation or nonparticipation will not independently affect a firm's evaluation. Conclusion of Industry Engagement All industry market engagement conducted by the OA on behalf of AFCEC will conclude at COB Thursday, 29 October 2026, to accommodate the Government's accelerated acquisition schedule. Upon publication of the Final AOI, all direct acquisition-related communications with the OA and AFCEC are prohibited. Vendors shall not attempt to contact OA or AFCEC personnel concerning the acquisition after publication of the Final AOI. From that point forward, all acquisition-related communications, including questions, comments, and requests for clarification, must be directed exclusively through the Agreements Officer, using the procedures established in the Final AOI. AFCEC appreciates industry's continued interest and willingness to contribute its experience to this important Air Force initiative. We value the opportunity to learn from commercial construction practices, collaborative delivery experience, and innovative approaches that may improve the execution of the F-47 Operational Test facilities program. --------------------End Update-------------------- Draft AOI: Industry Questions and Comments The Government welcomes industry questions and comments regarding this Draft Area of Interest (AOI). For purposes of this market engagement, questions and comments will be treated differently, as described below. Questions: Questions are requests for clarification, interpretation, or additional information regarding the Draft AOI and are intended to solicit a written response from the Government. The Government intends to respond to questions received by 4:00 PM Central Daylight Time (CDT) on 26 October 2026, with a target of publishing responses by close of business on 28 October 2026. Questions and Government responses will be made available to all prospective respondents. Comments: Comments are industry observations, recommendations, suggested revisions, or other feedback offered for Government consideration that do not request a response. The Government will take comments received by 4:00 PM CDT on 26 October 2026 under advisement in developing the Final AOI. The Government will not individually respond to or publish industry comments. Submissions After the Deadline: The Government will review and contemplate all questions and comments received after 5:00 PM CDT on 26 October 2026. However, due to the acquisition schedule, the Government cannot guarantee that late submissions will influence development of the Final AOI. The Government may elect to respond to questions received after the deadline following publication of the Final AOI. Industry participants are encouraged to clearly identify each submission as either a Question or Comment. Submissions containing both should distinguish the questions requiring Government responses from comments provided solely for consideration. The Government appreciates industry's participation and welcomes constructive feedback to support development of a clear, competitive, and commercially viable Final AOI. The following represents the anticipated Final AOI SAM.gov description: MACH1 Area of Interest: F-47 Campus at Nellis AFB, Rapid Delivery Progressive Design-Build The 772d Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Center (AFCEC), is seeking highly qualified Design-Build teams to deliver the Rapid Delivery Projects supporting the F-47 mission at Nellis Air Force Base, Nevada, utilizing a Progressive Design-Build (PDB) model. This Area of Interest (AOI) is issued under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice, FA8903-OT-MACH1. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the authority of 10 U.S.C. § 2808a. Respondents shall comply with the MACH1 Umbrella Program Notice and the project-specific requirements established in the attached AOI. Program Overview The F-47 Campus at Nellis AFB is an approximately $1.057 billion total programmed military construction initiative intended to provide the facilities and infrastructure necessary to support the F-47 mission. This amount includes construction, contingency, design, construction security, and other applicable project costs and does not represent the construction agreement value available under this AOI. The present acquisition contemplates award for the Rapid Delivery Projects under Milestones 2 through 4 only, consisting of: Combined Operations and Maintenance Hangar. Reprogramming Laboratory. Simulator Facility. Aircraft Apron with Sunshades. Supporting utilities and infrastructure necessary for permanent operation of the Rapid Delivery facilities. The Government strongly prefers to select one Design-Build team capable of delivering all Rapid Delivery Projects, while reserving the right to select up to four teams if warranted by program requirements and permitted by the applicable acquisition authority. The Government also values organizations possessing the qualifications and resources to support the remaining Nellis F-47 Campus. However, selection under this AOI does not guarantee Milestone 5 or subsequent Agreement(s). Progressive Design-Build Delivery Approach The Government intends to initiate design and preconstruction services following completion of the Planning Charrette Reports establishing the initial mission requirements. The selected Design-Build team will work collaboratively with AFCEC and its Owner's Advisor to advance facility designs, evaluate alternative technical and construction solutions, develop cost and schedule strategies, and establish commercially supportable construction pricing. The Government contemplates negotiating firm-fixed-price construction agreement at approximately 65% design completion, subject to sufficient scope maturity, risk allocation, and commercial cost viability. Advanced design packages, early construction activities, and long-lead procurement may be considered where appropriately justified and authorized. AFCEC seeks a collaborative construction partner committed to delivering the greatest possible mission capability and value for the resources invested. The Government intends to consider innovative design and construction approaches, including industrialized construction methods, commercially effective Agreement commitment strategies, and practical alternatives that improve affordability and schedule performance. Three-Phase Selection Process The Government intends to conduct an expedited three-phase selection process under MACH1: Phase 1: Solution Brief. Respondents will submit qualifications and technical information demonstrating the capabilities of their actual proposed design and construction organizations. The attached AOI establishes ten project-specific technical factors and a maximum of 20 narrative pages, with separately permitted appendices. No construction price or rough-order-of-magnitude construction estimate is required during Phase 1 Submissions. Phase 2: Oral Presentations / Pitch Sessions. Selected respondents will be invited to participate in oral presentations. Detailed instructions and additional technical information will be provided to invited respondents, subject to applicable information-security requirements. Phase 3: Full Phase 3 Submission and Negotiations. The Government intends to conduct direct negotiations with selected respondent(s), subject to applicable authority and Agreements Officer approval. Commercial viability of the price will be evaluated before award. Anticipated Acquisition Schedule AOI Release: October 30, 2026. Initial Industry Questions Due: November 4, 2026. Final Industry Questions Due: November 10, 2026. Phase 1 Solution Briefs Due: November 18, 2026, at 9:00 PM Central Standard Time. Phase 2 Invitations: By December 2, 2026. Phase 2 Oral Presentations: December 14–17, 2026. Phase 3 Invitations: December 22, 2026. Phase 3 Submissions Due: January 15, 2027. Target Initial OTA Award: February 5, 2027. All dates are anticipated and subject to revision by the Agreements Officer. Submission Instructions Respondents shall review the complete attached AOI and MACH1 Umbrella Program Notice for eligibility requirements, technical factors, page limits, qualification-sheet requirements, cybersecurity provisions, and evaluation procedures. Phase 1 submissions shall be unclassified and submitted as a single searchable PDF with the required bookmarks and appendices. Submit Solution Briefs electronically to: 772ESS.PKA.MACH1@us.af.mil Reference the assigned F-47 Future Campus AOI Notice ID in the email subject line. All questions and acquisition communications shall be directed to the Agreements Officer through the designated MACH1 correspondence address. Only authorized Government officials may modify AOI requirements or make commitments binding upon the Government. The Government reserves the right to amend or cancel this AOI, request supplemental information, limit the number of respondents advancing to subsequent phases, or make no award, consistent with applicable authority. The attached AOI establishes the controlling project-specific submission requirements and evaluation procedures.
