This description serves as an advance administrative notice to inform all interested vendors that a formal solicitation amendment (Amendment 0002 / SF 1449/SF 30) is currently in preparation and awaiting final approval by the Contracting Officer. The information below outlines the anticipated revisions to Solicitation FA627026QB026. These changes become legally binding and effective ONLY upon the official release and posting of signed Amendment 0002. Standby
 

AMENDMENT 2: The purpose of this amendment (Amendment 0002) is to formally incorporate the following changes into Solicitation FA627026QB026.
1. Site Visit Scheduled: 1 September 2026 at 0900 hrs JST
2. Extended Quote Due Date: __ September 2026 at 1100 hrs JST
3. Extended Award Date: __ September 2026
4. Addendum to FAR 52.212-1 Volume I, Subfactor 2 is revised
5. Section I, FAR 52.216-19 Order Limitation is revised.
6. Adendum to FAR 52.212-1, Volume II, a is revised. Volume II, b is removed.
7. Section J, Price Schedule is added.

The Government's official responses to the Request for Information (RFI) received from prospective offerors have been provided in the attached document, 'Attachment 3 - RFI Gov't Response_26QB0026'.

Please be advised that the Government is hosting a pre-proposal site visit on 1 September 2026.  All prospective offers are highly encouraged to attend.

• Attendance Limit: Due to strict airfield security controls and escort vehicle transport limitations, attendance is strictly limited to a maximum of two (2) representatives per company.
• Identification Requirements (Japanese Citizens): All attendees must present a valid, government-issued photo ID (Japanese Driver's License, My Number Card, or Passport) for base entry.
• Identification Requirements (Non-Japanese Citizens): If you are not a Japanese citizen, you must bring either a valid passport or a Residence Card (Zairyu Card) for base entry.

Title: Green Waste and Natural Debris Damaged by Typhoon Collection, Removal, and Disposal For O&M Areas

The purpose of this amendment (Amendment 0001) to Solicitation FA527026QB0026 is to accomplish the following administrative and technical actions.

1. RFQ Submission Due Date : 24 Aug 2026 11:00 JST.

2. Request For Information (RFI) Due Date : 19 Aug 2026 15:00 JST

3. Question Form for RFI is attached as ATTACHMENT 02.

The 18th Contracting Squadron, Kadena AB, Okinawa, Japan is issuing this commercial solicitation to secure all management, tools, supplies, equipment, vehicles, labor and transporation necessary to peform green waste and storm debris collection, removal and off-base disposal service at O&M Areas, Kadena AB.

This acquisition will be executed as a Single-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with Firm-Fixed-Price (FFP) Unit Pricing per Kilogram.  

NOTE: Due to current localized fiscal year funding contraints, this requirement is being incrementally funded. Initial funding is certified only through 31 December 2026, providing for an initial certified quantity of 423,100kg. Subsequent funding will cover the remainder of the basic period of peformance in early FY27.
