IDIQ Road Construction Services for Southern California Acquisition Service Area

The Request for Proposal (RFP) will be issued by Southern California Acquisition Service Area, Arcadia, CA 91006 on or about 14 July 2017. The solicitation number will be AG-9AB5-S-17-0076. This solicitation, including all specifications, will only be available in downloadable electronic format. The solicitation and ALL DOCUMENTS will be uploaded in FBO. This IDIQ contract is 100% set-aside for Woman Owned Small Businesses. Pursuant to FAR 19.1503(b)(3), offerors must have all required WOSB eligibility documents in the WOSB Program Repository currently available at Certify.SBA.gov, at the time of their initial offer on the instant procurement. The list of required documents is provided in FAR 19.1503(c). Offerors that need assistance in submitting the documents to the WOSB Program Repository are advised to contact the SBA Office of Government Contracting at wosb@sba.gov. or their local SBA office district. All prospective Offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations and Certifications Application (ORCA). Contractors will be searched against the https://www.sam.gov to ensure they are eligible for Federal contract awards. The NAICS code for this project is 237310. The small business size standard is no greater than $36.5 Million in average annual receipts. This acquisition will result in a Firm Fixed Price (FFP) contract for road construction services. The contract award will be based on best value using FAR Part 15. The Government intends to award more than one IDIQ contracts for the Road Construction and Maintenance Services for Southern California Acquisition Service Area located on six (6) National Forests in Southern CA. The types of work includes but not limited to repair and construction of native surface, gravel or paved roads; and road repair and reconstruction due to damage from human or natural causes; Road decommissioning; Bridge Repairs; Culverts, Aquatic Passage Structures, and Ancillary Structures; and Other Related road work includes signs and etc. The task orders against these contracts will be competed amongst the IDIQ contract awardees over the life of the contracts. The maximum allowed to be ordered against all contracts is a total of $20 million, the expected IDIQ term is not to exceed 5 years. LOCATION: The prospective contractors will have the option to select all or certain Forest(s) they would like to support. Southern California Forests- Angeles National Forest, San Bernardino National Forest, Sequoia National Forest, Sierra National Forest, Los Padres National Forest, Cleveland National Forest. The date of award is expected to be within 60 days after the actual response date, which will be stated in the package and possibly changed in one or more amendments.
