This effort supports VA suicide prevention by providing secure storage devices that build time and space between impulse and action.
The Contractor shall provide 15" heavy-duty steel cable gun locks usable on handguns, rifles, and shotguns, each imprinted with the VCL logo and phone number on both sides. Each unit shall be individually packaged with a VCL wallet card, a VCL crisis-support label affixed to the cable, and use instructions. Locks must be California DOJ-approved, ASTM-compliant, and listed on both the Massachusetts Approved Firearm Safety/Locking Devices list and the Maryland Approved Integrated Mechanical Safety Devices list. Full technical requirements are in the Statement of Work (Section B.2).

Deliveries will be made in installments to the VA Hines Health Care Depot, 5000 South 5th Avenue, Hines, IL 60141-3030.
