NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: PMW 410 Maritime Integrated Broadcast Service (MIBS) Joint Tactical Terminal-Maritime Evolved (JTT-ME) Solicitation Number: N6175027R0001 The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Portfolio Acquisition Executive (PAE) Mission Systems (MS) Naval Intelligence, IW, Communications, and Sensing (NI2CS) Portfolio, Battlespace Awareness and Information Operations (BAIO) Program Management Warfare Office (PMW) 410, intends to award a follow-on sole-source contract to L3Harris Technologies, Inc. (L3Harris) located in San Diego, CA. The contract will be for the production, delivery, and sustainment of the Embedded National Tactical Receiver Version Four (ENTR V4) receivers and Multiplexers, spares, repair units, and obsolescent part repairs to satisfy Maritime Integrated Broadcast Service (MIBS) Joint Tactical Terminal-Maritime Evolved (JTT-ME) requirements. The Government anticipates a hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five-year base period and five one-year option periods. The Maritime Integrated Broadcast Service (MIBS) program delivers the Integrated Broadcast Service (IBS) capability to the fleet, providing critical tactical data and situational awareness to Combatant Commanders. The ENTR V4 and the associated Multiplexer are key hardware components that are integrated tactical components that must be procured together to ensure interoperability. The Navy requires continued production and lifecycle sustainment of the ENTR V4 receiver and Multiplexer. As the original developer, L3Harris exclusively owns the proprietary technical data and designs and maintains the required security certifications and secure manufacturing capabilities for tactical equipment. Development by any other source would result in substantial, non-recoverable duplication of engineering and testing costs that the Government cannot expect to recover through competition. L3Harris is the only vendor capable of meeting all technical, security, and delivery requirements without unacceptable delay or substantial duplication of cost. The authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1(c)(2)(i) and (ii), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals or a solicitation of offers. Responses to this notice of intent to award to L3Harris shall be submitted no later than fifteen (15) calendar days from the date of this synopsis to Christopher Auen at christopher.d.auen.civ@us.navy.mil. As part of a response, a responsible source may submit a capability statement explaining how it is qualified to meet the Government’s requirements described above. Responses received later than fifteen (15) calendar days from the date of publication of this synopsis will be late and will not be considered. | Special Notice | 334511 | No Set-Aside | 10/05/2026 | 10/20/2026 | San Diego, CA

The Air Force Life Cycle Management Center, Strategic Sensors Branch (AFLCMC/ESGS) is conducting market research to identify qualified systems integrators capable of designing, developing, producing, installing, operating, and sustaining the full lifecycle of the Tactical Multi-Mission Over-the-Horizon Radar (TACMOR) system. TACMOR is a Middle Tier of Acquisition (MTA) Rapid Prototyping initiative intended to field an operational, remotely operated Over-the-Horizon Radar (OTHR) capability within the Indo-Pacific region. The system will deliver wide-area air domain awareness and support supplementary operational missions across the United States Indo-Pacific Command (USINDOPACOM) Area of Responsibility (AOR). The anticipated contract award is slated for FY2027, with an estimated period of performance extending through FY2029. The TACMOR baseline system architecture requires a bistatic operational profile featuring geographically separated transmit (Tx) and receive (Rx) installations deployed in austere operational environments within the designated operational area. The system will operate as a one-dimensional, remotely operated OTHR integrating permanent antenna field installations with modular, containerized mission support facilities. Comprehensive integrator solutions must address primary and backup self-sustained onsite power generation and fuel storage, physical and electronic security, remote health and status monitoring, secure backhaul communications, environmental resilience against tropical and saltwater conditions, and integration with a centralized Radar Operations Control Center (ROCC). The Government will furnish land, Military Construction (MILCON), and the prepared receive and transmit sites. The Government may also provide black transport communications via fiber optic networks with satellite communications (SATCOM) backup; complete cryptographic and backhaul transport parameters are detailed in the CUI technical data package. Respondents must demonstrate mature technical approaches, industrial base capacity, software engineering maturity, and specialized workforce availability to achieve full integration and system sell-off by 30 September 2029. | Market Research | 334511 | No Set-Aside | 10/13/2026 | 10/23/2026 | 0, AP
